Upon a finding by the chief of police that the City of Richmond, Henrico County, Hanover
County, or any county or city contiguous to Richmond, Henrico or Hanover has adopted
an ordinance containing provisions comparable to this article and providing for reciprocity
with the county, then vehicles for which a person holds a valid certificate of public
convenience and necessity issued by that jurisdiction, and drivers who hold a valid
permit issued by that jurisdiction will be deemed to have complied with the certificate
and permit requirements of this article unless the holder of such certificate or permit
has applied for and been refused a permit or certificate by the county, or has had
such permit or certificate revoked by the county under the provisions of this article.
