§ 18-21. Application for new utility service.

When a consumer applies for utility service and pays the connection fee for that service, the director shall, in the case of water service, install a water meter at the point where the consumer connects to the water system or, in the case of wastewater service, shall allow the consumer to connect to the wastewater system.
