§ 18-31. Charges for utility service a lien on real estate served.

(a)

Except as otherwise provided by state law, unpaid fees or assessments for utility service or connection to the utility system shall be a lien against the real estate that received the utility service or connection.

(b)

The director may periodically certify unpaid charges including penalties and interest to the clerk of the circuit court, who shall docket the charges as a lien against the property that received the utility service in the appropriate judgment lien book.
