The owner of the property shall own and maintain the wastewater lateral that serves
the property, including the physical connection to the wastewater system at the property
line, easement line or right-of-way line, except for any portion of the lateral that
is located in a public right-of-way or easement. The owner shall repair any damage
to the lateral that is within a public right-of-way or easement when the damage was
caused by the owner's negligence or by the owner depositing a substance into the wastewater
system that is prohibited by this chapter.
