The significant industrial user shall certify that all baseline monitoring reports,
wastewater discharge permit applications, compliance schedule reports, permit compliance
reports and requests to forego sampling of a pollutant are valid, complete and accurate.
The reports shall be signed by an authorized representative of the user and contain
the certification statement. If the designated authorized representative is no longer
available because a different individual or position has responsibility of the overall
operation of the facility or overall responsibility for environmental matters for
the company, a new written authorization satisfying the requirements of this section
must be submitted to Chesterfield County.
