The county administrator shall adopt a uniform pay plan consisting of a salary range
for each class of positions in the classification and compensation plan. Each class
of positions shall be assigned a salary range with due regard to (i) the salary ranges
for other classes, (ii) the relative difficulty, risk and responsibility of the duties
of positions in the class, (iii) the prevailing rates paid within the effective recruiting
area, and (iv) any other factors affecting the range. The salary ranges for each class
of positions may be changed by the county administrator if appropriated funds are
available.
