§ 8-28. Certification required.

(a)

The county's environmental engineer shall at all times contain among his staff one certified program administrator, at least one certified plan reviewer, and at least one certified project inspector. Any person who received a certificate of competence from the state soil and water conservation board for plan review, project administration or program administration before the mandatory certification provisions of Code of Virginia, § 62.1-44.15:53(A), were adopted shall be deemed to be certified.

(b)

All erosion and sediment control plans shall be approved by a certified plan reviewer. All inspections of land-disturbing activity shall be conducted by a certified inspector.
