The purpose of the district is to provide high quality landscaping and median maintenance
consistent with the plan of the district. Absent this service district, the condition
of landscaping and maintenance of the median could potentially degrade the appearance
and image of the district in a way that, over time, can lead to lower business customer
satisfaction, reduced property values, decreased business activity, and blight.
Landscaping installation and median maintenance shall meet the requirements of the
Virginia Department of Transportation and shall be approved by the director. The medians
described in the plan of the district shall be periodically mowed, pruned and planted
with seasonal annual flowers. Debris shall be removed and other maintenance shall
also be performed as necessary to maintain a high quality landscaping appearance.
