The purpose of the district is to provide high quality landscaping, streetscape improvements,
and landscaping maintenance on the Midlothian Turnpike median within the district
as shown on the plan of the district. The current condition of landscaping and maintenance
of the median degrades the appearance and image of the district in a way that, over
time, can lead to lower business customer satisfaction, reduced property values, lessening
of business activity, and blight.
The landscaping and streetscape materials to be installed are illustrated on the plan
of the district. The final installation design shall meet the requirements of the
Virginia Department of Transportation and shall be approved by the director of revitalization.
The entire median of Midlothian Turnpike through the district shall be periodically
mowed, pruned and planted with seasonal annual flowers. Debris shall be removed and
other maintenance shall also be performed as necessary to maintain a high quality
landscaping appearance.
