After a public hearing and upon such conditions as shall be established by the board,
the board is authorized to grant one or more nonexclusive franchises conveying the
right to construct and operate a cable television system within the public ways of
the county. Franchises will be granted at the discretion of the board to applicants
who in the board's judgment will best serve the public interest, and who have demonstrated
the financial, technical and legal qualifications to fulfill the conditions set forth
in this article and in a franchise agreement.
