§ 15-188. Investigation of applicant; issuance of permit; contents and display.
(a)
The chief of police shall issue a permit only if, after investigation, he finds that the applicant possesses the necessary qualifications to be a taxicab driver on the basis of the information furnished in the application. The permit shall
bear a number and shall contain the name and a photograph of the applicant, and the name of the owner of the vehicles to be operated by the applicant, and, if different, the name of the company for whom the applicant will be driving. The driver shall post his permit card in full view of the passengers. The permit shall be valid only for the operation of such vehicles owned by the person listed on such permit card.
(b)
The possession by a person of a valid driver's license issued by the state department of motor vehicles shall create a presumption that such person has the minimum physical and mental qualifications provided herein for driving a taxicab; but if the chief of police has doubts as to an applicant's physical or mental capability, then the chief of police may require the applicant to submit to a physical examination by a licensed physician and to verify by written report filed by such doctor the applicant's physical or mental capabilities.
