The developer shall install all utility service laterals and utility mains in his
development at his expense. The service laterals and mains shall be connected to the
utility system and shall comply with all state and county utility specifications and
procedures. The developer shall maintain all utility service laterals at his expense
until the county installs the water meter for the lateral and the wastewater lateral
is connected. The developer shall maintain records which show the location of all
utility laterals, until the laterals are connected.
