§ 18-93. Prohibited discharge standards—Substances that may not be deposited in the sanitary sewer system.
No industrial user shall discharge or deposit any of the following substances into the sanitary sewer system. Pollutants, substances, or wastewater prohibited by this section shall not be processed or stored in such a manner that they could be discharged to Chesterfield County's sewerage system by any industrial user:
(a)
Any waste, liquid or vapor that has a temperature higher than 150 degrees Fahrenheit or that will increase the temperature of wastewater treatment plant influent to higher than 104 degrees Fahrenheit; or which will inhibit biological activity in the treatment plant resulting in interference.
(b)
Any waste or liquid with total oil and grease concentrations greater than the following: 300 mg/l for wastewater flow rates of less than 25,000 gallons per day; 200 mg/l for wastewater flow rates between 25,000 gallons per day and 50,000 gallons per day; and 100 mg/l for wastewater flow rates greater than 50,000 gallons per day.
(c)
Any gasoline, benzene, naphtha, hydrocarbon solvent, nonbiodegradable cutting oil, petroleum oil or other flammable or explosive liquid, solid or gas or products of mineral oil origin, in amounts that will cause interference or pass-through.
(d)
Any solid waste that contains a concentration of any substance that is greater than normal domestic wastewater unless the waste has been properly shredded, or is otherwise authorized by this chapter.
(e)
Any ashes, cinders, sand, mud, straw, shavings, lint, glass, rags, metals, feathers, tar, plastic, wood, paunch manure, insulation material, fiber, stock or poultry feed, processing grain, viscera or other fleshy by-product of processing or packing plants, or any other solid or viscous substance that has a concentration that is higher than the concentrations that are contained in normal domestic wastewater and that is capable of obstructing the flow in wastewater lines or interfering with the proper operation of the wastewater treatment plants.
(f)
Any water or waste that has a stabilized pH of lower than 5.0 or higher than 12.0 or that contains properties which could damage wastewater facilities or the wastewater treatment plants or endanger people who operate or maintain utility facilities.
(g)
Any water or waste that has a color that is objectionable to the director if the color cannot be removed by the existing wastewater treatment plant processes.
(h)
Any water or waste which contains contaminants which:
(i)
Cannot be eliminated by the waste treatment processes,
(ii)
Will injure or interfere with the wastewater treatment processes,
(iii)
Endanger humans or animals, or
(iv)
Endanger a stream or watercourse that receives effluent from the wastewater treatment plants.
(i)
Any noxious or malodorous gases, vapors, or fumes, or any substance which could cause the evolution of a noxious or malodorous gas when it is introduced into a reducing environment.
(j)
Any stormwater, surface water, groundwater, roof runoff, subsurface drainage, artesian well water, condensate, deionized water, noncontact cooling water, unless specifically authorized by the director.
(k)
Any radioactive wastes or isotopes with a concentration greater than federal regulations allow.
(l)
Any ceramic glazing waste with a concentration that exceeds the concentration that is found in normal domestic sewage.
(m)
Any lime, calcium sulphate or other similar sludge with a concentration that exceeds the concentration that is found in normal domestic sewage.
(n)
Any water or waste that contains suspended solids or solutions in an amount or quality that requires unusual attention or expense to treat.
(o)
Any pollutant that creates a hazard of fire or explosion, including but not limited to wastestreams with a closed cup flashpoint of less than 140 degrees Fahrenheit or 60 degrees Celsius using test methods specified in 40 CFR 261.21, as amended.
(p)
Any water or waste that would unreasonably consume the capacity of the wastewater treatment plants or their designed capability for hydraulics, organic loading or nutrient removal.
(q)
Pollutants which produce toxic gases, vapors or fumes in a quantity that may endanger human health and safety.
(r)
Any trucked or hauled pollutants, except at discharge points designated by Chesterfield County.
(s)
Any trucked or hauled material that (i) constitutes a hazardous substance pursuant to the Comprehensive Environmental Response, Compensation and Liability Act of 1980 (CERCLA), 42 U.S.C. § 101(14) et seq., and any regulations promulgated thereunder; (ii) constitutes a hazardous waste pursuant to the Resource Conservation and Recovery Act (RCRA), 42 U.S.C. § 6901 et seq., and any regulations promulgated thereunder; or (iii) constitutes a hazardous waste pursuant to the Superfund Amendments and Reauthorization Act (SARA), 42 U.S.C. § 1104 et seq., and any regulations promulgated thereunder.
(t)
Medical waste, except when specifically authorized by the director in an industrial wastewater discharge permit.
(u)
Detergents, surface-active agents or other substances which may cause excessive foaming.
(v)
Wastewater which causes or contributes to the wastewater treatment plant's effluent failing a toxicity test.
(w)
Any other water or waste which violates pretreatment standards or regulations when it is discharged.
(x)
Any other substance that is prohibited from being discharged by federal regulations.
(y)
Wastewater which contains perchloroethylene.
(z)
Wastewater causing alone or in conjunction with other sources, the treatment plant's effluent to fail the toxicity test.
(aa)
Sludge, screenings, or other residues from the pretreatment of industrial wastes.
