§ 18-94. Conditions on discharge of certain types of wastes.

  • No industrial user shall discharge any of the following types of waste into the sanitary sewer system except in accordance with this section:

    (a)

    Packinghouse waste. All hair, bristles, hides or parts of hides, bones, animal parts, paunch manure, viscera, stock feed, grit, sand and straw in concentrations that are greater than the concentrations that are found in normal domestic wastewater, oil and grease in concentrations greater than those set forth in section 18-93 shall be removed before packinghouse waste is discharged.

    (b)

    Poultry processing waste. All feathers, parts of birds, bones, grit, sand, poultry feed and viscera in concentrations that are greater than the concentrations that are found in normal domestic sewage, oil and grease in concentrations greater than those set forth in section 18-93 shall be removed before poultry processing waste is discharged. Wastewater service lines that serve poultry processing facilities shall be made of materials and designed and constructed so that it is unlikely that bacterial protein masses will grow on the service lines.

    (c)

    Textile wastes. All lint, thread, pieces of cloth and yarn in concentrations that are greater than the concentrations that are found in normal domestic sewage shall be removed before textile wastes are discharged. Kiering, acid boiling waste and bleachery waste shall be cooled, neutralized and stabilized at or below the temperature levels set forth in section 18-93(a) before they are discharged. Sulfur dyeing wastes shall not be discharged.

    (d)

    Metal salts. Salts of iron, copper, zinc, nickel, chromium, lead, cadmium, arsenic, silver, mercury or other heavy metals in concentrations that exceed local limits. Waste that contains hexavalent chromium shall have the chromium reduced to the trivalent state, precipitated and removed from the waste flow before it is discharged.

    (e)

    Cyanides. Waste that contains cyanides may be discharged to the sanitary sewer system only when its discharge is allowed by an industrial waste discharge permit that is issued in accordance with this article. The permit shall require any significant industrial user who discharges cyanide to regulate, vary or maintain the discharge or concentration of cyanide in accordance with the requirements of the director.

    (f)

    Phenol. Waste that contains phenol may be discharged to the sanitary sewer system only when its discharge is allowed by an industrial waste discharge permit that is issued in accordance with this article. The permit shall require any significant industrial user who discharges phenol to regulate, vary or maintain the discharge or concentration of phenol in accordance with the requirements of the director.

    (g)

    Hauled or trucked wastes. Hauled or trucked domestic septage from residential and commercial sources may be discharged at a location designated by the director only if it is generated within the county and is not mixed with any other type of waste. Hauled and trucked waste originating from nondomestic sources may only be discharged if the waste complies with the terms and conditions of this article and if the discharge has been authorized by the director. All hauled or trucked waste originating from nondomestic source shall be subject to the terms, conditions and penalties of this article.
