Article V. PROCUREMENT |
§ 2-42. Same—Duties generally.
The county procurement director shall:
(a)
Procure or supervise the procurement of all goods, services, insurance, and construction for the county.
(b)
Sell, trade or otherwise dispose of county surplus goods.
(c)
Establish and enforce standard specifications for goods, services, insurance, and construction procured by the county.
(d)
Establish, maintain and supervise programs to assist the county with specification development, contract administration and inspection and acceptance of goods, services, insurance, and construction.
(e)
Make nonresponsiveness, nonresponsibility, bid protest and debarment determinations.
(f)
Propose administrative policies and procedures to be issued as set forth in section 2-43, and to promulgate alternative small purchase procedures pursuant to Virginia Code Section 2.2-4303(G), as amended.
