Prior to the sale or retention of any unclaimed personal property the chief of police
shall make reasonable attempts to notify the rightful owner of the property, obtain
from the commonwealth's attorney a written statement that the item is not needed in
any criminal prosecution, and give public notice, once a week for two successive weeks
in a newspaper of countywide circulation that there will be a public display and sale
of unclaimed personal property. The notice shall include a description of the unclaimed
personal property, including property selected for retention, and the date, time and
place of sale. The unclaimed personal property shall be made available for public
viewing at the sale.
