Section 1.
The board of supervisors of any county adjoining a city within or without this state
having a population of more than 125,000 according to the last preceding United States
census, shall be and it hereby is authorized and empowered, in its discretion, to
establish by resolution of record a department of public utilities by that name or
any other designation, for the purpose of the construction, operation, maintenance
and administration of all public works coming under the general category of public
utilities, owned, operated and controlled by any such county. Any such board of supervisors
shall have authority to employ such personnel as it may deem necessary for the operation
of such department, and to make such rules and regulations as it may deem expedient
for the operation of such department.
